The Alcohol and Gaming Commission of Ontario (AGCO) has imposed a hefty $120,000 fine on Ontario Gaming GTA Limited Partnership, the owner of the Great Canadian Casino Resort Toronto, for failing to detect a cheat-at-play and dealer collusion scheme.
Illegal Winnings
Earlier this year in March, the Ontario Provincial Police Investigation and Enforcement Bureau (IEB) charged five individuals after investigating claims that two table games dealers at the casino were in cahoots with a group of patrons. The AGCO’s subsequent compliance review confirmed that the dealers were indeed involved in a cheating scheme that resulted in nearly $20,000 in illicit winnings in less than a week.
The cheating scheme included various tactics such as exposing cards meant to be face down, overdrawing the dealer’s cards, and overpaying on winning hands.
Failure to Detect Cheating Scheme
The AGCO’s review also found that the casino’s surveillance and supervisory staff failed to detect the cheat scheme. AGCO Chief Executive Officer and Registrar, Dr. Karin Schnarr, emphasized the importance of casino operators ensuring the integrity of gameplay and preventing collusion and cheating.
Furthermore, the review revealed that the casino staff neglected proper table games audit procedures, which are essential for ensuring fair play for both dealers and patrons.
Appeal Process
Casino operators facing fines from the AGCO Registrar have the option to appeal the decision to the Licence Appeal Tribunal (LAT), an independent adjudicative tribunal.
