ANJ Issues Record Fine to SPS Betting for Self-Exclusion Failure
The Autorité Nationale des Jeux (ANJ), France’s gambling regulator, has recently imposed a historic fine of EUR 800,000 on SPS Betting, the operator of the Unibet brand in France. The fine comes as a result of a serious self-exclusion failure that allowed self-excluded players to continue placing bets, posing a significant risk to vulnerable customers.
The Largest Fine in ANJ’s History
The ANJ revealed that Unibet had experienced a malfunction related to self-exclusion, specifically affecting iOS users, for nearly two years. The issue began in March 2021 and persisted until December 2022. Despite initial corrections by Unibet, the problem resurfaced for another three months before being fully resolved.
While the exact number of self-excluded players who used the betting services during the malfunction remains uncertain, SPS Betting estimated that over 4,500 player accounts were affected. The ANJ, however, reported a figure of 6,754 potentially impacted accounts.
SPS Betting did not contest the findings, leading the ANJ to consider the breach as severe, warranting the highest fine in its history. The authority stressed the importance of abiding by self-exclusion rules in regulated online gaming.
Unibet’s Past Violations and Response
Unibet had previously faced fines in France, including a violation of the country’s return to player (RTP) limit of 85%. With this latest penalty, Unibet has two months to appeal the decision and is required to display a notice about the fine on its homepage.
In addition to the scrutiny faced by Unibet in the Netherlands over lawsuits from former players, France’s gaming market recently experienced a tax increase on certain products. Although initially considering dropping the tax hike plan, France ultimately reintroduced it in the new budget.
Despite these challenges, La Française des Jeux (FDJ), a major operator in France, remains optimistic about its business outlook.
